From Lloyd’s List Australia website, report on Port of Hastings progress. Note that David Hodgett, Victoria’s Minister for Ports, is quoted as saying that the various assessments (including environment) will “see this important development progressed”. So if they are going to progress it, why bother with the assessments? What if the environment assessment indicates that the project should not go ahead? 

A six-month procurement process helped identify those consultants who will initiate the project over the next three years.

“The port of Hastings container expansion is a priority for the Victorian coalition government and a project of national significance,” state minister for ports David Hodgett said.

“A full assessment of the project in key areas such as port planning and design and environment will soon be underway to see this important development progressed.”

Member for Hastings Neale Burgess predicts a significant employment opportunities for the area as a result of the project.

“The port of Hastings will provide direct and indirect employment opportunities for the surrounding area and wider south-east region both in the development stages and later when the port is operational,” he said.

“The expanded port will also stimulate investment in industry throughout the southeast of Victoria and provide substantial economic flow-on benefits for the rest of Victoria.”

The studies will aid the Port of Hastings Development Authority in producing a business case and seeking the necessary state and Federal planning approvals.

The appointed consultants are:
Aecom + GHD Joint Venture – port planning and engineering;
Aecom + GHD Joint Venture – environment and social;
Haskoning Australia – hydrodynamics and dredge material management;
URS Australia – risk management;
KPMG – commercial and economic; and
Corrs Chambers Westgarth – legal services.

The Victorian government granted the port of Hastings $110m in April 2013 for the port expansion project.

The studies are expected to produce the preferred project design, identify environmental implications and a preferred governance and delivery strategy.

It is predicted that the construction phase will commence in 2018 aiming for a 2025 completion.
